Why APEO-Free Is Now a Purchasing Spec, Not a Preference
Textile exporters in India are asked for APEO-free declarations on scouring, wetting, and dyeing auxiliaries. Alkylphenol ethoxylates (NPE, OPE) were cheap, effective wetters—but they fail brand RSLs and many wastewater permits. The replacement is not “any alcohol ethoxylate.” It is a grade whose HLB, cloud point, and foam match the mill machine.

What Buyers Mean by APEO-Free
APEO = alkylphenol ethoxylates, mainly nonylphenol ethoxylate (NPE) and octylphenol ethoxylate (OPE). Restricted-substance lists typically limit both the ethoxylate and the parent alkylphenol. A mill that only swaps the scour and still uses an NPE-based dye dispersant will fail the garment test. Ask for a full bath map: desize, scour, bleach, dye, soap-off, softener.
APEO-free is not automatically “eco” or ZDHC Level 3. It is one gate. Still check other restricted monomers, 1,4-dioxane narratives where requested, and the buyer’s latest RSL revision.

Drop-In Is Rare: Match HLB, Then Foam
NPE-9 has a characteristic HLB and a relatively low foam profile. A C12–15 7 EO alcohol ethoxylate can match wetting but foam higher in a jet. Options: (1) blend FAE with EO/PO low-foam, (2) use a slightly higher EO with a defoamer package the mill already approves, or (3) specify an end-capped or narrow-range grade. Never “fix foam” by cutting dose so far that residual oil returns.
Hard water and alkali still matter. Alcohol ethoxylates tolerate hardness better than soaps, but cloud point still drops. Re-run the boil-off at mill hardness and caustic level. Cotton boil-off and polyester oligomer baths are different thermal windows—do not assume one APEO-free grade covers both.
NPE Job vs Alcohol EO vs EO/PO vs End-Cap
The mill usually has four different failures hiding under “replace NPE.” Scour and wet is an alcohol ethoxylate job (C12–15 / C12–14, typically 7–9 EO as a starting HLB). Jet foam is an EO/PO job from the PFL table—cloud point must sit relative to bath temperature. Alkali-stable low foam in a spray or continuous caustic range is an end-capped job (CSLF-17 where alkyl phenol is banned; TCF 10 only where that hydrophobe is still allowed). Narrow-range alcohol EO is a homolog / 1,4-dioxane narrative, not an automatic foam fix. Do not order one drum for all four briefs.
PFL-021 and PFL-022 are published EO/PO copolymers with a 26–30 °C cloud point (1%). PFL-004 sits at 31–35 °C. PFL-503 is 36–40 °C; PFL-504 is 53–58 °C. Those numbers are on the low-foam table, not textile-specific recipes. Trial the named PFL in mill hardness and salt, then keep a separate FAE for residual oil. End-capped TCF 10 / CSLF-17 list ~28 °C cloud point (1%) and metal-cleaning as the published function—use them for alkali spray/CIP-style wetting, not as a silent NPE-9 relabel.
What a Mill APEO Trial Must Record
Record the old NPE name and dose, wetting time, residual oil / extractables, foam at the jet nozzle, cloud point in mill water plus alkali, and the buyer RSL clause (APEO only vs full ZDHC). Cotton boil-off and polyester oligomer baths are different thermal windows. A grade that scours cotton at 98 °C can fail a 130 °C polyester bath. Re-run hardness; alcohol ethoxylates tolerate hardness better than soap, but cloud point still drops. Never “fix foam” by cutting FAE so far that oil returns.
APEO-free is not a finished mill auxiliary brand, not a soaping agent, and not a dye-fix. Esteem supplies alkoxylate building blocks and declarations. The mill still files its own ZDHC gateway. Ask for SDS plus an APEO-free composition statement. If the brand also restricts 1,4-dioxane, say so—that points at narrow-range ethoxylation, not at a louder “eco” label. Cotton boil-off at ~98 °C and polyester oligomer control near 130 °C are different cloud-point windows; write both temperatures on the sample request. Hardness and caustic still depress cloud point, so a beaker-clear FAE can haze on the mill. Keep the old NPE name on the RFQ so Esteem can match HLB instead of guessing “NPE-9 type.”
Documentation Mills Should Request

A practical mill pack is three named lines, not one drum: a C12–15 alcohol 7–9 EO scour/wetter, a PFL EO/PO chosen by cloud point for the jet, and CSLF-17 only if the range is hot caustic spray and alkyl phenol is banned. Leave TCF 10 off that export plant. Leave VENPAPER DF/FI on paper dyeing. Re-run residual oil and foam on the actual machine before locking the PO. If 1,4-dioxane is on the brand list, add a narrow-range alcohol EO as a fourth line rather than hoping the PFL grade carries that story.
