Micellar water is a clear, low-foam oil-solubilization chassis—not a dilute face wash and not a sulfate-free body wash. Specify mild nonionic solubilizers (polysorbate/sorbitan, PEG esters) under personal care / solubilizers against your makeup oil panel, not against wash foam.

What a Micellar Solubilizer System Must Do

Micellar waters and biphasic or wipe-off makeup removers have three simultaneous jobs: solubilize makeup and sunscreen oils into a clear or controlled-haze aqueous phase, stay mild on leave-on or wipe contact, and avoid high-foam detergent cues that reframe the product as a wash. Those jobs conflict with rinse-off face wash (foam, higher active) and with body wash (soil suspension, amphoterics). Treat micellar water as its own brief under personal care chemicals.

The decision sequence is oil polarity → HLB / solubilizer family → clarity titration → mildness and preservative compatibility. Use solubilizers and nonionic surfactants as the chemistry map—then reject wash chassis defaults.

PEG Esters vs Polysorbate / Sorbitan Pairs

Polysorbates (ethoxylated sorbitan esters) are workhorse micellar and fragrance solubilizers with familiar HLB bands. Pairing a hydrophilic polysorbate with a lipophilic sorbitan ester often clears mixed makeup oils better than a single grade. PEG esters and methoxy PEG esters offer a simpler PEG–fatty acid architecture when MPEG grades or free-PEG synergy matter. Castor oil ethoxylates remain useful when fragrance or stubborn oil clarity is the gate.

What Not to Copy from Face Wash Chassis

Mild face wash guides optimize zein/irritation scores, foam reassurance, and rinse-off pH—often with amphoterics, glucosides, or low-level anionics. Copying that surfactant ratio into micellar water usually raises foam, sting, or haze without improving waterproof mascara lift. If the brand wants wash-off cleansing, write a face wash brief: mild face wash surfactant selection. Keep micellar as solubilizer-first.

Leave-on micellar systems also change preservative and sensory constraints versus a gel wash. Do not assume a face-wash foam booster belongs in a clear toner-like micellar base.

Sulfate-free body wash is still a detergent chassis: primary mild anionics or glucosides, CAPB, foam boosters, and viscosity builders.
